特區政府日前公布宏福苑火災受影響業主的長遠安置方案,提出以現金或「樓換樓」方式收購宏志閣以外7座大廈的業權。
The SAR government announced a long-term resettlement plan for owners affected by the fire at Wang Fuk Court, proposing to acquire the ownership of seven blocks through cash payments or a "flat-for-flat" scheme.
領導「應急住宿安排工作組」的特區政府財政司副司長黃偉綸和特區政府房屋局局長何永賢22日接受香港大公文匯傳媒集團專訪時,進一步闡釋有關方案的理念。
Michael Wong, Deputy Financial Secretary and leader of the "Task Force on Emergency Accommodation Arrangements," along with Winnie Ho, Secretary for Housing, gave an interview to the Hong Kong Ta Kung Wen Wei Media Group on Feb. 22 to further elaborate on the plan's principles.
黃偉綸指出,方案法理情兼備,並「以情為先」,讓居民「有得揀」,強調不會成為先例。
Wong noted that the plan balances legal, rational, and emotional considerations, prioritizing empathy by giving residents choices.
政府亦已將安置所需的約40億元款項納入即將公布的財政預算案,相信在財政上完全可負擔。
The government has also included the approximately HK$4 billion required for the resettlement in the forthcoming Budget, confident that it is financially feasible.
所有業主需在今年8月31日前選擇方案,否則不獲特殊安排。
All owners must choose their preferred option by August 31 this year; otherwise, they will not be eligible for special arrangements.
政府收購宏福苑A至G座七幢樓宇合共1,736個單位的業權,預計特區政府動用「大埔宏福苑援助基金」28億元後,仍需使用約40億元公帑。
The government plans to acquire the ownership of 1,736 units across seven blocks (Blocks A to G) of Wang Fuk Court. After utilizing approximately HK$2.8 billion from the "Support Fund for Wang Fuk Court in Tai Po," they still need an additional HK$4 billion in public funds.
有聲音稱「政府用公帑填補在事件中的責任」,黃偉綸不同意有關看法,他強調今次宏福苑火災影響規模前所未有,市場機制完全失效,如果政府不介入,居民的多年投資將化為烏有,「(方案)不是一個補償,而是一個支援。」
Wong expressed disagreement with the view that "public funds are being used to cover the government's responsibility in the incident", emphasizing that the scale of the impact from the Wang Fuk Court fire is "unprecedented," rendering market mechanisms ineffective. If the government does not intervene, residents' years of investment could be lost. "This is not compensation but support."
他續指,盡快處理居民需要是一大考量,複雜法律程序及耗費時長將由政府承擔,而業主出售業權後即可在幾個月內制定長遠居住安排。
He further noted that addressing residents' needs promptly is a major consideration. Complicated legal procedures and lengthy processes will be undertaken by the government, and owners can finalize their long-term living arrangements within months after selling their ownership rights.
